And perhaps add a third leg -- BPL might work best in densely populated 
areas, which are already served by multiple broadband service 
providers.  In rural areas, high voltage feeders are frequently unbalanced, 
above-ground, excellent transmitting antennas.  These also happen to be the 
areas where police and fire departments are least likely to have upgraded 
to less interference-prone systems.
