So far no one has touched on the real advantage to this thing:

Sail out beyond any territorial limit.  Run a megawatt.   If you can afford 
the QTH you can afford the 1 Mw tx.  You'd have to get the ITU to assign you 
a prefix and appoint you your own licensing authority.
