Hi Gary,
I don't think he is climbing on the offset section.
I think he is climbing on the second section after it has been bolted in
place.
I believe he is climbing to the top of the second section to attach the
pulley so he can raise the third section, the top of which is at the left of
photo.
That is how I see it anyway.

About 1/3-1/2 half way down the page on the left, right above the caption :

"Attaching the cable pulley to the top of the section. This step is repeated
for each section as it is placed".

The forces on the build-in lifting trolley with someone climbing on the
offset section have got to be pretty significant.  Then again, the
welding/tower looks pretty beefy.  This is when you trust that the guy doing
the welding wasn't coming back from a lunch which includes Fosters :)

On the other hand, this does look like a pretty good idea that bears
watching.

Uhh, which picture did you see someone on the offset section??

I have been thru that site a few dozen times.

And they are trying to reduce inventory in California BTW

But I have yet to see someone on an offset section of tower

No, but it looks like an interesting alternative to the Hazers. Climbing out
on the offset section during construction looks a little flakey.
