I used a material called "Rockite" to cement rebar into bedrock - it's used 
to install commercial equipment on concrete floors.  Works well, sets up 
fast, and my tower is still standing, supported by 20000 pounds of concrete 
above ground, with the rebar cage cemented into bedrock.  I had intended to 
use epoxy, but all of it in all the hardware stores in the entire town had 
expired.  Check the expiration date on whatever product you select.
