The study that claimed that PCBs were potentially carcinogenic
was based in Japan. By accident cooking oil was contaminated
with transformer oil (this was back in the sixties when transformer 
oil was 100% PCB).
The people used the oil for cooking and some developed cancer.
Poor science IMO.

OTOH PCBs have been banned, and since 1975 all electrical 
equipment was to have been replaced. (this is in Canada, other
countries may not have responded in a like manner)

If you use Essovolt transformer oil instead of mineral oil 
you will be OK.

BTW I am a power lineman by trade.
