LPL's technique is still the best....use a real wattmeter, hold S meter
reading constant
and vary the tx power.  eliminates rx behavior altogether.

Yes, this is a good method, although a bit cumbersome. Remember, if you're plotting a beam, the wattmeter has to have selectable scales to handle the 30dB dynamic range needed... and most wattmeters have their best accuracy near full scale. The transmitter needs to be adjustable over 30dB range also.
