Any quality brand 2 part epoxy oil based paint is a great rust
preventative.  It is expensive, but readily available from a paint store.

As with any rust situation, the hard core rules apply:
Sand. scrape, or brush all the rust off that you can.
Treat with an antirust chemical (Ospho, etc.) to neutralize the remaining
rust.
Paint on a primer if your product recommends it.
Paint on the 2 part epoxy paint or product of your choice.

Do it RIGHT.
