I would say not al all effective. To my knowledge a radial system is used
as the second half of a vertical 1/4 wave radiator (Marconi antenna).

Subject: [TowerTalk] ground radials under slopers?

I have sloping 80 meter dipoles of a 90' tower. How great are the benefits
of a radial system under the tower?
