Very much an issue.  Takes away your PRB-1 safety as soon
as you have a renter.  However, an arguement can be made to
the zoneing  folks that at least adding them to YOUR tower would
mean there does not have to be a NEW tower.

Most cell companies would insist on this.  They do not want you 
doing ANYTHING to their equipment.
