Jim:

A pair of mobile whips mounted as a short loaded dipole will probably be as 
good as it gets.  Don't worry about directivity.  At twenty feet on 3.8 Mhz, 
any horizontal antenna will be essentially omnidirectional with a very high 
angle of radiation.
