On 40 meters, a rotary dipole at 45' will beat a ground mounted 
quarter wave vertical and a dipole at 30' will beat the vertical 
over very good ground for take off angles above 15 degrees.  If 
the ground (ground system) is anything less than the very best, 
the 2 dB advantage for the vertical below 15 degrees is lost very 
quickly.  

Since 30' is generally achievable with a roof mounted tripod, 
quad pod, "roof tower," etc. on a two story (with attic), a 
vertical is a poor compromise for 40 Meters and higher.
