John: Not to be flip, but ask the utilities themselves...both where they 
obtain theirs and also, what they do with those they take out of service. 
Although things have changed somewhat, one can often obtain "surplus" / 
"scrap" poles which will do just fine for private applications of many 
types. I picked up a few locally to use as creek bridge supports. The main 
problem was transport. Phone co would load, etc.
Check the closest dock/marine operations, as well.
