On the other hand there are laws that deal with refusing to sell
a product or service when a qualified buyer seeks to purchase the
product or service.

About the only limitation to "qualified buyer" these days is if
the buyer has insufficient funds (can't meet the asking price),
unacceptable funds (e.g., foreign currency) or the product is a
"controlled" or "restricted" item (prescription medication, certain
chemicals, or certain technologies for export).

I don't think Antenna Optimizer (AO) by K6STI qualifies as controlled
or restricted.
