[TowerTalk] steppIR as topload

Actually, members of the Steppir reflector have indeed experimented with 
using it as a hat for tuning shunt loaded towers on 160.  I don't have the 
particulars, but I do recall seeing threads on this a couple of years ago. 
Researching their archives should turn up something.
