Only if the conduit is steel and does not touch the conductor. The 
"right" to minimize the inductance (and skin effect) is to bond the 
conductor to any conductive conduit at both ends. Now, you take 
advantage of the larger conductor size (of the conduit) to reduce 
both R and XL. 

And for reasons already noted here, you do NOT want braid there -- 
it will oxidize much faster than a solid conductor.
