Hi Steve,

The effect would be multiplying radiation resistance
something less than four times.

If the ground losses are very low any change would have
minimal effect on signal. If the ground losses were very
high it could make an improvement some amount less than 5 or
6dB.

The saltwater would certainly reduce ground loss. There
isn't any actual measured data available for small ground
systems, so I have no idea what the ground loss would be. We
only have models, and ground losses are the least accurate
thing to model. We'd have to know ground loss resistance to
make an educated guess.
