Such events are why we at JPL are forbidden to write evaulation letters or
emails, without having first received explicit permission to do so. They'd
much prefer that if you're going to say something worked, that you have
experimental evidence to back up the statement and have had it reviewed and
published somewhere "neutral". They're also very sensitive about expressing
opinions that a vendor did or did not do a good job, for the same kinds of
reasons. I suspect that most other large "image conscious" places have
similar policies.
