One of the biggest misconceptions going around today is that ground level 
radials should be a 1/4 wave long.  See the K3LC article in the April/May 2004 
NCJ.  There are many sources of information on how to design an efficient radial 
system given a fixed amount of wire available, but this article gets right to 
the point.
