The lowest frequency band is tuned by the outer tips on the elements which
makes adjusting it the easiest one. if the swr is low enough but at too
high a frequency on 20m just lengthen the driven element tips a little bit
at a time until it moves down to where you want it. Don't be surprised if
it doesn't keep the same absolute swr at the minimum as interactions with
the other elements will change as you move the minimum point.
