Another easy method is using a composite metal-cutting blade on a table saw,
and setting the blade up to a third of the thickness of the rebar. Simply
lay the rebar out and slowly feed/ roll the bar until it's whittled down -
then snap it. Goes quickly, but wear protective glasses and a shirt you
don't mind getting coated with iron dust. If you don't set the blade up too
high, there's very little chance of it getting enough bite to kick back.
I've used this many times to make dozens of deadmen for anchoring landscape
timbers.
