Mice here like to cover up the mothballs with whatever - looks like the mothballs have fungus on them - and proceed to populate as before.  They love getting inside the small engines of lawnmowers, etc.

An alternative I use is those car "freshener" cards that look like pine trees and such.  They don't like those, and have yet to see one covered up like they do the mothballs.
