Hello Craig:

What you are referring to is a transmission line  commonly called a G-line, 
designed by Goubau, and Schwering, a single insulated wire spanning the 
distance to the antenna, and having conical coaxial matching horns at each 
end. Apparently very low loss.  I remember details in older antenna 
handbooks.
