[TowerTalk] Phasing verticals and stubs

What are the stubs for? 
What are they tuned to? 
Why would you have a 1/4 wave phasing line on a single vertical?
Or are you saying that the stubs are separated by 1/4 wave on the feed line
to the vertical array?
