First, thanks to those who raised this topic.
I'm working a first-responder planning scenario dealing 
with a closely related topic, and was unaware of BLEVE
studies.  

Second, I would contact the owner of the propane tank
to see what their preference is, before doing anything.
(In most parts of the country, if not all, the tank belongs
to the fuel distributor.)

Third, were it my installation, I'd bury the tank, and
consider it grounded.
