[TowerTalk] Rohn tower bolts

I got some interesting replies to my comment about Rohn tower bolts:

Drawing A790135 R2 in the Hardware and Accessories section of the Rohn
catalog says the following:

"ALL TOWER ASSEMBLY BOLTS ARE TO BE INSERTED OUT AND/OR UP (I.E. WITH NUTS
AND PAL NUTS ON OUTSIDE OF TOWER FACE AND/OR ON TOP OF FLANGE PLATES) UNLESS
PROHIBITED BY LACK OF CLEARANCE."

I think N4XD's comments make sense, especially if cables are run on the
outside of the tower. What's the deal with putting the bolts in the way Rohn
specifies? Does anybody do it that way? BTW, my 55G bolt sets didn't come
with PAL nuts.
