That's a pretty common experience and it is usually caused by dirty
insulators on the lines. Hydrocarbon pollution comes from the air ...
static electricity from the wind causes dust to stick ... and of course
there are the ever present bird droppings. All are conductive enough to
cause surface leakage currents from the high voltages and rain alone
will not totally wash the gunk away. Lot's of people have claimed to
actually see the arcs at night in such situations.
If you complain to the right people at your local electrical utility
they will often come out (eventually) to clean the offenders, especially
if you can narrow down the location for them.
