A quick Google search turned up the following:

"Call Holey Moley Before You Dig!!
In Indiana, it is a law to call the Indiana Underground Plant
Protection Service, Inc. at 1.800.382.5544 at least two working
days in advance of digging near underground utility lines."

Whether these services locate personally owed and installed buried 
cables is another story.
