[TowerTalk] Wind generators/towers and antennas

KH7R has multiple towers on the north shore of Oahu, but I thought I heard
Ken mention while I was there several years ago that those towers were
grandfathered in with a change in the law (just spoke with Ken on the phone
and got that confirmed).  Also, K4XS needs to verify what the laws are on
the Big Island.  Ken believes that the one-tower law just applied to Oahu,
but of course that may not be out-of-date info.  Ultimately, KK9A is right -
verify with the County of Hawaii and with the lawyers.

I would definitely check with one of the ARRL volunteer attorneys or the
ham-law reflector on Hawaii's single 90' tower restriction.  I recall KH7R
having a number of towers.

You might want to check on the ham-law reflector, but I suspect that a flat
restriction to one tower would not comply with the PRB-1 requirement to
"reasonably accommodate".  What if you wanted to build a 80 meter phased
array, with 1/2 wave verticals?

  In a somewhat similar situation with OTARD antennas (dishes etc), someone
put up 5 poles and I don't recall how many dishes, the city said no, you
only get one, the courts said, uh uh, the premption doesn't work that way,
you have to allow whatever the person wants unless you can articulate a
specific historical preservation or safety concern.

OTOH, you could be in the delightful(?) position of having the law on your
side, but needed to spend many tens of kilodollars to prove it.

The tower for wind generator idea is a clever one to get around it.  And,
of course, is there a requirement that you have to have your windmill
actually generate any electricity in any significant amount (assuming you
don't want it for power, although a wind generator is a nifty idea in and
of itself).  Perhaps a suitable clutch arrangement to keep the generator
from turning (although the prop still does) and making noise when you're on
the air? Or, can you use the windmill for pumping?
