[TowerTalk] Cord stuck in EMT

I have a 3-foot vertical piece of EMT whic is buried in cement.
Inside the EMT is a piece of 3-wire cord which is broken off
about one foot inside. I tried pounding the cord through to the
other side to no avail. I tried drilling out the cord using an
bell hanger bit but it chewed up the bit. Any suggestions to
make this easier. It's 95 degrees and nothing is easy. TIA
