Noise makers work best on species that are hunted or are shot for
depredation.  Birds get used to noise fairly quickly if there is no danger
from something like it, just like they get comfortable with  plastic
stationary owls that don't eat birds.

Here in NW PA orchards we have a device that is on a timer...I imagine you
can set its interval.  It goes "KaBoom" which tends to scare birds very
effectively.  Not sure how it will work on Ernie, though.

I've personally defaulted to tolerating the birds.  The other  day there
were over 200 purple martins up on the top 40m yagi.
