I believe ospreys, like all birds of prey, e.g. "raptors," are completely protected in the U.S. and Canada.

I didn't read the previous about "porcupines," but do think something with "inconvenient" (to the osprey) pointy things, to make it difficult or impossible for the osprey to find a comfortable perch on your antennas, will almost certainly work to make him go find somewhere else that's more "welcoming."

I know there are specialists who try to get rid of pigeons, etc. on downtown office buildings and one of the things they also use is high-pitched sound emitting things.  I'll bet something like that might work.  It'd be interesting to find an osprey biologist -- and I'll bet there are some and they could be relatively readily found by Googling -- and ask some of these questions.  It could even have the makings of a doctoral thesis and you could get some grad student to come out and implement it, document the results, and write it up!
