I would agree, I regularly have six Barn owls (2 adults and 4 very large
young) use my 3 element Steppir as a hunting post at night.  I really could
not see putting a fake owl on top working:) I just have to live with it and
the mess.  Remember owls don't just crap; they throw up pellets of dead rat
bones and fur.  Just live with it and think how lucky you are to see large
Raptors.

Ospreys are a listed species in FL and WI for sure, probably several 
other states.    

If my antenna fell apart because a 1.7kg bird sat on it, I'd probably 
rethink my antenna construction methodology....
