    You don't need temporary guys if the base is in  concrete. With Rohn 
spec'ing guys every 33 feet or so, you're going to have 4  sections or so of naked 
tower every time anyway and people climb that every  day. Lots of us don't 
like it but it's safe. 
 
    The Rohn statement probably has something to do  with their liability 
exposure since all tower manufacturers are  insurance-driven enterprises.
