[TowerTalk] Heights Tower - stuck base stub on clamshell

No, the 4 foot steel base is just fine, level, and correctly placed in
concrete.  The top of the titlover base has one of the base stubs (that is
bolted in place, but stuck) is off by about 1/4 inch, side to side (needs
twisting to line up with tower section)

Do you mean that you did not have the bottom section[s] of the tower in
place when you poured concrete?  That is necessary to assure vertical
alignment of the tower!
By your description, you might be able to loosen the other leg bolts and
attempt to get the third leg bolt holes to align.
