Fabio,

The answer to your question depends on whether the element has drain holes 
or not. If it has drain holes on the bottoms of the capacitor tubes, it will 
dry out very quickly.

If it doesn't have drain holes on the bottom of the tube, there should be a 
small pressure equalization  hole on the top of the smaller tube. In that 
case, it may take some time because it will have to evaporate through that 
small hole.
