I wouldn't attempt to lay the tower over while extended; I think that's
almost certainly an invitation to disaster. The tilt assembly was not
designed for the load it will encounter when trying to tilt the extended
tower.

>From doing some quick research, the tower is 55' extended and 22' nested, a
difference of 33'. If you have a 3 element SteppIR, that's about 51 pounds.
By trying to tilt the extended tower, you're adding at least 1,683 pounds to
the load the cable/winch/tilt fixture must handle. (33'x51#=1,683; this
doesn't take into account the weight of the rotator and mast- not to mention
the vector forces created, so the real number is probably much greater)

I'd call the manufacturer before I'd attempt tilting it over, but I suspect
they'll tell you it won't work.

I think renting a boom truck or man lift to try to inspect/repair the tower
would be the far better way to go.
