Hi Guys,

A short glossary of international shipping and usual procedures for
importing into the U.S. seems to be in order:

Shipper:  The individual or company sending you merchandise
Carrier:  The transportation company (DHL etc) This is not the 'shipper'.
Custom House Broker:  A company that arranges custom clearance at the border
U.S. Customs: Allows importation, after inspection, of the merchandise and
collects any applicable duty
Consignee:  The receiver of the merchandise - in this case the American ham

The purchaser (Consignee) makes a purchase from the Shipper on an FOB origin
or delivered destination and they agree on all terms including
transportation charges and fees at the time of purchase. In the original
case, this apparently was not done.

The carrier transports the goods and can also serve as the Custom House
Broker if so engaged. If  he is expected to file the necessary U.S. customs
declaration and deal with customs he is entitled to charge for this service
in addition to the charge for transportation.  He must be trained and
licensed to provide this service.  Alternatively the consignee can handle
this himself to save the fee and pay U.S. Customs any duty that is due.  The
trip to the border is not likely to be appealing. A local licensed Custom
House broker can be employed as well.  Another option is for the merchandise
to travel " In U.S. Customs Bond" to the   U.S. Customs facility nearest the
consignee in the U.S. In the latter case the border Custom House broker can
be employed to prepare a document called an I.T. This is necessary when
Customs release is not obtained at the border.

Whether the fee from one Carrier who performs this service is exorbitant or
not depends on what alternatives are available

My choice would be to pay the $26.00 - the minimum is frequently $50 by a
licensed broker.
