Based on what?  

Everything I have read says that ground mounted vertical with a radial field
of 60 will work very well especially for low angle propagation.

You can never have enough antennas put one of each up and see what works
best.  The topband guys use verticals but they also have inverted L's and
Dipoles and depending upon the conditions one of the three will be better
than the other two.

I have listened to DX on my 4sq array that I could not hear on the inv V and
vice versa.

The Vertical dipole will work better.
 
That antenna puts the feed point higher up in the air.
Also, you don't need radials...
