Unfortunately, here's the deal on the "just fill out a token amount"
request:
If it ever comes to pass that Customs finds out the EXPORTER fradulently
filled out a customs form, it's the EXPORTER who earns the criminal charges.
Coming into Canada, USED equipment gets dinged at the same rate as new, only
on a value less than new.
If it's something that's exempt from duty, it remains exempt from duty, new
or used. However, there are also sales taxes, both federal and provincial
(except for Kirby's utopian Alberta) that are due.
Not everything that's amateur radio is exempt from duty, however. And NAFTA
doesn't apply since the AlfaSpid isn't manufactured in a NAFTA country.
The ideal situation for the NA Spid distributor would be a U.S. shipping
address, much like the parts distributor Digi-Key, located in Thief River
Falls, MN, has a warehouse in Winnipeg used for shipping Canadian orders. Of
course, that's a decision Alfa Radio must make based on the amount shipped
to the U.S.
