I am not sure.
As long they are compared by measurements in their main lobe which will be
same angle at the same height above ground it will be fine.
With a field strength measurement and the receiving antenna low above ground
it will not be possible.
Then even the worse antenna might get the better result because its minor
lobes might be poorly supressed.
One has to move really high above the transmit antenna to get into the
center of the main lobe.
Probably 120m higher for a measurement distance of 200m when the tx antenna
is only a 1/2 wave high.
Best is to use a receiving spot on a very high building and tx antennas on
the height they are tuned for, distance is then choosen to measure at the
correct (calculated) angle

Radiation angle comes from ground reflection and it has nothing to do with
the yagi's design.  Testing different yagis at the same height in the same
location is a fair test.
