That's a good link, but it is the FCC version of the FAA calculator.  It 
might be more convincing to use the FAA "No Notice Required Tool", which 
is at:

If you were located such that you were required to give notice, or if 
the FAA should for any reason want you to give notice of your intent to 
erect a tower, you would do so by filing FAA Form 7460-1 available at:

I just went through the same thing last month, and I wouldn't know any 
of the stuff above if it weren't for the help of several fine people who 
responded to my call for help on the local club reflector.  I also live 
25 miles from the nearest airport ... up against a mountain that would 
take out any airplane before my tower would.  My local county zoning 
office insisted that I supply a "letter from the FAA" saying that I 
wouldn't infringe upon any airspace or special flight plans, even though 
the complete FAA regulations are quoted verbatim in the county's own 
zoning regulations.  When I asked the zoning folks where I would get 
such a letter or what it would look like, they literally had no idea.  I 
ended up simply coming back with a hard copy of the regulations and a 
printout of the "No Notice Required Tool" from the FAA website and I got 
my permit within a few days.
