I did not see the video, but aren't there some very similar devices that
are used to keep birds from landing on top of things like that??

.on NBC news in about 3 minutes East Coast time a story on the virtual
boarder fence between Mexico and the US.the video shows a PorkyPINE
lightning protection device above the video camera ;-)
