The base of the vertical is a very low impedance point, and snow will not have any effect.  I 
routinely (every winter) see 6+ feet snow depth surrounding my 4-element array and the monster 
160/80M vertical, all of them bottom fed.

Clean snow is a good insulator.  Dirty snow (salted/sanded from the road, or soot contaminated is 
another story.
