So true, and as long as the housing market is nuts like it is, this
will no doubt continue to be the case. 

HOAs and CC&Rs exist for one reason: To maintain property value. As
long as people see their house as a major investment and source of
profit, HOAs and CC&Rs will continue to exist. 

Those of us who are old enough to remember when a house was just a
place to live and not an investment will remember that nobody much
cared what you did on your own property. Now that a house is a major
investment, everyone wants to do everything possible to maintain its
value as high as possible. Who wouldn't?

And therein lies the rub.
