Another cutter is one of the little high speed hand held cut off saws that 
use an abrasive disk. When cutting flixible cable like the 3/16 7X19 make 
sure it is held solidly as the cut off wheel can grab.

Nuther approach is a big heavy metal chisel and engineer's hammer. Lay the 
cable over a metal plate (of suficient thickness to survive) place chisel on 
cable, and whack with hammer. For 3/16" it doesn't take much of a whack.
