Isn't the purpose of the shields to prevent the (1) little kids and (2) the
lazy from climbing the tower?  

The determined will find a way no matter what you put up.  

It's like your locked gate to your backyard swimming pool.  You can lock out
the little ones (and aren't they the ones you really want to keep
out--protect?), but the big ones who are determined will find a way over the
fence. 

I like the chicken wire method.  It's cheap, easy to put up and take down,
and it hurts the fingers and toes if you try to climb it.
