[TowerTalk] SteppIR verticals

Recently I noticed several notes on the reflector concerning the SteppIR
verticals.  Earlier in the summer I ran a series of tests on the BigIR
SteppIR to develop a ground system effective from 40m through 10m which may
be of interest.  This work was done a range with careful instrumentation.  I
