Best way to do this is to put the end rope of the dipole through a pulley  
attached to the tree and put some weight on the end of the rope after it passes  
through the pulley to keep the dipole from slacking too much, but allowing 
for  the tree sway.  The size of the weight depends on how strong the wire and  
rope are.  Maybe 30 pound swould work for the aversage set up.
