Sorry, I didn't make myself clear.  Yes, absolutely the inv L needs to see an efficient ground.
 
However, my point was it doesn't matter if the radials start at the tower or at the base of the Inv L.
 
In my case, the Inv L wire is also about six feet from the tower all the way down to the bottom of the tower.  However, at the base the wire comes in towards the base into a Hoffman enclosure that houses the series tuning vacuum cap.  The coax is fed right to the cap and I bring the RF ground (100 x 1/4 wavelength #14 radials originating at the tower base) to the coax connector on the hoffman box.
 
I believe that if I simply kept the 6 foot seperation all the way to the ground and simply tapped onto the nearest radial at the base of the wire, the results would be the same.

I believe it DOES matter whether you connect the radios to the tower vs. 
the coax feed line on the inverted L.   you have to provide a return 
path for the radio, and antenna circuit, and disconnecting that from the 
inverted L. and attaching it to the tower, instead, is not going to 
complete the circuit for the inverted L. antenna.  You must provide the 
return path for the inverted L. antenna directly.  Disconnecting it will 
remove it from the whole antenna system.

I agree with your notion of de-tuning the tower has a helpful suggestion.
