ICE is open during normal business hours and has to answer the phone to take orders..
I ordered a pair of 419 filters from them over the phone two weeks ago, they answered on the second ring, and they shipped the order the same day I placed it...
There has to be more to this story...  Why don't you call ICE yourself and ask about your friends order...
